It was the traditional date up until the 1990s, when the Vuelta was moved from April/early May to it's current September slot. The Worlds always used to be on the first weekend of August, which was great as it meant that both the one day specialists and the stage race specialists would arrive at it on form.
I think the date change this time is to incorporate the other disciplines and to ensure that the weather is halfway decent (never a given in Glasgow in August mind).
