It's an entertaining summary but they have mixed a load of different stuff together. There's enough shit going on that you don't need to make up extra stuff

Journalist has been caught before and now always allows for a last minute u-turn?

My understanding is there just issuing a new version of the highway code. None of these changes are backed up by any laws its all just highway code optional. The stuff that judges have no problem telling juries to ignore if it helps the defence of a killer motorist.
