Clean with vinegar and wire wool (or silver foil if you don't have wire wool). Then dry and rub over with a light oil - veg oil if you don't have anything else.
Hard to tell but just in case that's lots of sap and sticky residue on the tips give that a clean with alcohol first as it'll be quicker than vinegar.
Surprising that garden scissors have rusted like that, but it all looks like surface stuff so I'd keep it light.
GF's Okatsuna garden scissors are looking a little worse for wear. What would be the recommended fix? Bit of work with a stone and then some mineral oil?
