There are quite a few standards out there for headseats, along with the thread (which is the main pratfall in misordering parts for restoring road bikes) - internal diameter of the headtube is one, and the bearing race seat measurement on the Fork can trip you up too. Get your fork and cups out of the frame, and measure everything before ordering. Billy's BMX seem to have some awkward old standard headsets presumably for the vintage BMX heads.
