Not sure quite where I've gone wrong aesthetically here but I think this needs silver finishing kit, the carved cambium, and some Oury grips (colour TBC)
Struggling to find nice wide silver bars with a bit of rise and a 25.4mm clamp but tempted to try these ETC Hybrid Riser Handlebars
Nice stems in 21.1mm and a sensible length are a nightmare to find so I think it's back to the little stubby purple guy ;)

Headset is knocking a bit, probably because it was loose in the Surrey Hills. Can I use any 1" headset to replace it and take a 21.1mm stem??

Assuming you mean a 1" (22.2mm) stem;
you can use any 1" threaded headset, provided the stack height works with the amount of steerer you have on the forks. -

No, it is 21.1mm! It's an old ATB/ American BMX standard, it's been difficult finding stems...
It's also quill stem so I think the fork steerer is not cut? I think the quill size is governed by the ID of the fork steerer, so as long as the OD of the fork steerer is standard then any 1" threaded headset would work? -

I guess it depends on the OD of the fork steerer, and the compatibility of the threads.At some point the steerer was cut... but as long as the new headset isn't too tall to fit on whatever steerer you have, it should work.

OD of the steerer will be 25.4 / 1" . There are quite a few standards out there for headseats, along with the thread (which is the main pratfall in misordering parts for restoring road bikes) - internal diameter of the headtube is one, and the bearing race seat measurement on the Fork can trip you up too. Get your fork and cups out of the frame, and measure everything before ordering. Billy's BMX seem to have some awkward old standard headsets presumably for the vintage BMX heads.
