While this does belong here, the reporting makes me question whether the driver's intention was to attack the parade. More details are clearly needed to establish a motive, but it is also possible that the driver panicked while fleeing. None of this is to excuse what they did in any way, it's still murder by using a car, just that right now it's not clear whether they really intended to hit people there.

Yeah, the driver didn't leave the house intent on attacking the parade.
When they saw the crowd was "in their way" they made a decision to continue to drive through it though. Presumably to try and disperse it and make good their escape?
As always, the driver was a weapon.
