I'm sure I read somewhere that the original concept of SUVs was to appeal to "people who are not confident in their driving and want to be sure they come off best in an accident".
I also have a theory that a big part of the appeal of super-sized cars is so that overweight people* don't have to face how big they are.
The best way to reduce SUV use IMO is to for these two comments to go viral and become the received wisdom about SUV drivers.
In America I think they did - early doors they could be registered as 'work vehicles' (or something similar, hence 'utility vehicles') which meant that they attracted a different version of road tax. I guess once there they started making their way around the world.
