Just turning the traffic lights off would cause lots of chaos. The electrical supply point is obvious and not 'locked'. Wouldn't cause any damage but is probably illegal in some way but that frequently doesn't put off protesters. A fairly small group could probably turn off junctions far faster then the maintenance people could turn them back on.

As we all know from Hackers, turning all the lights green so all the cars go and crash in the intersections is actually the correct way to go. Or the malfunctioning changing lights from the lesser Italian Job is also an option.
