Look like Chinese carbon rims on Bitex or Novatech hubs. Shimano rip tape. Try asking in the Orient Express thread.

these are bitex hubs with a campagnolo freehub.
the rims will be chinese, but the maker impossible to indentify. early Light Bicycle had this sort of finish to the brake surface, but others too

Thanks for all the info, cheap as chips £75 sold as seen on FB market place, Thames Ditton area if anyone interested as I now won’t have time to go over there an inspect them this week.
