I don't remember TM calling for the death penalty either. She was tasked with reducing immigration to the tens of thousands, so she did what she could to achieve that. That was a Cameron / Osborne policy. I don't think any of the various horrible ways the HO achieved that were particularly guided by racism, it was more a function of what they could get away with.

To be clear I don't think any of this makes her a nice person, or the policies morally better. But imo there is a difference between the people, which is the real reason people make jokes about Patel throwing babies back over a fence. But who knows, nowadays all these memes could just as well be created by BJ's media department to reinforce her "tough on immigration" image.
