I had an email exchange with McQuaid at the time about what an idiotic decision it was. Unsurprisingly, he disagreed with me too.

Agreed.
I was not aware of the limit on athlete numbers.
I would presume that any contender for the IP,
which I always thought was the pinnacle of track cycling,
would be at the Olympics, anyway, for one of the other events,
the Team Pursuit at the very least.

I think I remember that the UCI had to drop some events
to allow BMX/MTB medals.
The IOC did not want to 'unbalance' the Olympics.
@andyp most certainly knows the details.
