Looks like it's bent in a bit but that could be camera distortion.
If it shifts with no chain though, unless the bend means the angle its swinging on is contact a cog and so it can't move. I always straighten mine first. But if you don't have a tool you could try sticking something under the B-screw so it's further away from the cassette with the chain still on and see if it shifts then

To me it looks its installed in the right place and there's room to go up the cassette. Bent hanger maybe?
