The orange bit is the tooth and it's spring loaded against the disc. In normal operation it's in the green slot.
When you press the crash mode recovery button it spins the disc until the slot picks up the tooth.

Other thing you can do is disengage the chain take the derailleur out of the hanger (or the wheel) and see if now it goes through all the range

If you can push it sideways by hand either the crash protection is disengaged or the internal gear train is borked.
If you look at the photo here (ignore the text), the silver disk on the motor should spin regardless of crash protection and the silver tooth just below “Japan” should be engaged in the slot that’s 180 degrees away in that pic.
