Has the paint on the bottom bracket been touched-up?

Yeah something's going on down by the BB. Looks like it could be a repaint

Completed the NC500 on my Rouke last month
Not officially a tourer but it was smooth sailing!
Recently ugraded the shifters with some campag xenon parts too
