I don't have any experience with this, apart from someone returning a phone I sold due to some tiny scratches, but I would reckon that three weeks is too long for you to have to accept a return.
That's just my personal thinking, and interpretation of the policy above.
The laptop presumably didn't arrive damaged, and if they have changed their mind, I imagine that you would be able to refuse the return?
