Forks look quite track-like so my first thought is that they're converted track bikes.
But bosses for shifters/bottles/cables make that less likely...
as @midlife said, rear facing dropouts were a thing on 80's TT bikes with super tight clearances but these don't look like retro-TT exotica - on balance I'd want to be convinced that they're not meticulously converted track bikes.

I agree, not Colnago. The cutouts in the lugs would be clubs and the seat stay caps would have 'Colnago' stamped into them. Here's a good resource.
