ROI won't have everything.
I'd imagine costs are an issue, as yes, in theory you can buy elsewhere.
Medical supply chains I imagine aren't easily changed either due to regulations / NHS rules.
Perhaps some items also really aren't available. The minutes of the meeting may be online at the Stormont hasards page.

I don't mean to be glib, but surely they can import them from ROI or get assistance from ROI to do so via the EU? I feel like I'm missing a key point.
