Seller says it has the Cinelli spoiler BB shell so sounds like it’s definitely a Cinelli, but no more ID than that

Not sure what you mean by spoiler, but loads of steel bikes have those Cinelli BBs

there's a spoiler/fairing on the bb covering the cable exits.

There's a misconception amongst the lesser informed that this makes the frame a Cinelli by default.
