No, but it should shim no problem. Drinks can is around 0.15mm, you'll probably be best off using that if you don't already have some 0.2mm shim sitting around.
You absolutely sure it's a 25.8mm seat tube though, not 26mm or 26.2mm which has closed up...

I've not recieved the frame yet, so currently just considering options. Will measure when it arrives.
