No, but it should shim no problem. Drinks can is around 0.15mm, you'll probably be best off using that if you don't already have some 0.2mm shim sitting around.
You absolutely sure it's a 25.8mm seat tube though, not 26mm or 26.2mm which has closed up...

ever shimmed a 25.4 seatpost to a 25.8 seat tube?
I've done 26.4 to 26.8, works fine with the right shim stock. Go to a model shop and get 0.008" brass (ideal) or Ni plated steel.
