Is it an angle of the picture thing, or does the second hand not sit on 12?

Looks like good old parallax error (ie, it's the angle of the photo). Most chronographs suffer from that to some extent because the chrono seconds hand is on top and furthest from the dial. Some will curve the hand down towards the dial to try and mitigate that a bit.
