True, but how does the maths work out for strong headwinds on descents? Is the time loss less than the gain uphill at slow(ish) speed?

My guess would be a tail wind going up would be favourable as that’s more of your total time. Also it’s the bit you are working on as opposed to coasting

His fastest ever time up is at 13.8km/h. I don't know what speed he was doing during this though - I'm sure it can be worked out - his ride is probably on Strava

I'm sure you could plug in some numbers into Analytic Cycling to work out if a tailwind up was worth more than headwind descending losses.

Tailwind on the climb is a big help, for the reason @Goatandtricycle gives, you're spending much more time in it.
A headwind on a 13% descent might be helpful, less need to brake so easier on the hands. -

With roughly 10 laps to go Mc Laughlin suffered a near-catastrophic rear-tyre blowout.

Yeah, I can understand that. One of my favourite events ever was the Transpyrenees and I put that down to the fact I went into it knowing TCR was coming soon after and I was going to sleep as much as possible to see the most of the mountains I could, ie. I removed any competitive desires from the event. It was awesome.
