Folder stuck to the negative and left this residue behind. Is there a safe way to clean it off or is the neg ruined now? Soak it in water?

Yeah, soak in warm soapy water and the try to rub residue of careully..

edit - new page fail, how to clean anything off any type of film

PEC-12 and a cotton bud
do it in stages and don't complain about the price of PEC-12, anything else will damage it
