heres what i got back from the shop, doesn't seem quite as rare as it first seemed
In regards to this Cannondale frame the Serial Number is RO3547 indicating that this frame is from 2006. Wasn't able to pin down if this frame is a CADD4 / CADD3 as it is one of their track specific frames which fall under different categorization.
