The latter I believe. Water always gets in, it's only really a problem if it's trapped I think.
I definitely wouldn't drill a high end alloy frame though without talking to Spesh first. I'd try and talk to someone who knows specifically that model of bike.

@miro_o its a specialized allez sprint, ie alloy frame
The seat tube work around makes sense but on this frame to tighten the carbon seatpost with the 2-screw seat post collar is a real pain in the (...) so i would want to avoid this if possible
