The stated aim is to inoculate as many people as possible aged over 16 in the UK. The UK has ordered 40 million doses of the Pfizer vaccine and 100 million doses of the Oxford vaccine.
Either way, the Pfizer vaccine costs £15 and the Oxford vaccine costs £3. I don't think it would be worth charging for a £3 vaccine and Oxford/AstraZeneca have said they won't make any profit from their vaccine anyway.
Not sure if it's common knowledge yet, but PHE have decided that after the vaccines have been given to the the most needy, they'll be available via private means... ie you pay for them.
