Generally very true, not that a vice helps if the brake hose is internally routed through the forks or frame, and there's no way of getting the vice close enough to the build stand. I've got away with using the Shimano yellow tube blocks and a G-clamp in the past, but it wasn't exactly an elegant process.
I always managed with the yellow blocks, plumbers grips (not sure if that's the name) fresh stanley blade and a hammer.
It's a bit awkward holding the grips with hose in one hand when hammering the pin in, but it's not like you change hoses every few weeks.
Admittedly it's nicer with a vice.
But everything is nicer if you have a vice.
