You really need a pair of OG Salmon mudguards for this.

If you would like to fit several options/sizes cycle to Bike4travel, their prices are usually reasonable. I was able to buy two rear mud guards from them, leaving them with two incomplete sets. Only had to pay one complete set.

Can I mount mudguards (SKS Bluemels or similar) to the fork using the bottle cage mounts?
The rear of the frame has all the usual mounts where you'd expect them but nothing on the fork, never fitted guards before so this might be a stupid question!

You might have to buy longer stays. I considered doing it to my fork but the standard stays included were too short, but I only have one eyelet around where you have the middle one, so you're lowest one might be ok.
Is there hidden mudguard eyelets on the inside of the fork? Seems strange to have cargo mounts and not mudguard ones.

I think SKS Bluemels may leave too much of a gap to the tyre on the fork on my Genesis Vagabond. What's the best solution - attaching some form of extender to the fork crown and then bolting the existing bracket on to that? Pic shows what i mean although my tyres will be larger:
