I don't know about that fork but mine had a threaded hole at the back of the crown (I'm guessing for mudguards even though there was no eyelets at the dropouts). Ijust put the Fork hanger bit on there. It's definitely not for a rim brake to be mounted.
If there's no hole you could drill one through one side and mount a nut and bolt through it?

P clip is definitely needed but how about on top area theres no whole for u brake caliper to mount it
