I don't know about that fork but mine had a threaded hole at the back of the crown (I'm guessing for mudguards even though there was no eyelets at the dropouts). Ijust put the Fork hanger bit on there. It's definitely not for a rim brake to be mounted.
If there's no hole you could drill one through one side and mount a nut and bolt through it?
I have a similar fork (in 700c) and I went with axle runners and longboards. Not sure by the picture if that one has a bolt at the front or back of the crown though and you obviously need that for full mudguards. Could always drill it I suppose.
You could do P clips or hose clamps on the legs instead of the axle runners either I guess?
