I don't think so. The text in the pictures is referring to moving up or down the cassette, not up or down the gears (as in gear inches); it never uses the term "downshifting" or "upshifting" in the way you propose. Would you say you are downshifting when you move from 1st to 2nd gear in a car?

Plus Sheldon Brown disagrees:

1. "Difficulty in upshifting to the smallest rear sprocket"
   
2. "to shift down to the largest rear sprocket"

If you're pointing out that "shifting down" the cassette is different to "shifting down" the gears, then you're proving my point that the terminology is confusing.

and there's LOADS of examples of people using the terms "downshifting" to mean moving down the cassette towards smaller cogs

An up-shift requires shifting down the cassette. Also commonly referred to as STFU.

If you think this gear chat is fascinating, wait until we get onto whether a car approaching from behind is "Car up!" or "Car down!".

I've been particularly disturbed that for some reason we don't have an anti-cycling thread.

The history of this thread is that we used to have annualised pro cycling threads. This one started out that way, too, until @dancing james removed the year, and it has been the sole pro cycling thread ever since. I liked the old way better because I found it easier to find stuff that way.
