I don't think so. The text in the pictures is referring to moving up or down the cassette, not up or down the gears (as in gear inches); it never uses the term "downshifting" or "upshifting" in the way you propose. Would you say you are downshifting when you move from 1st to 2nd gear in a car?
Plus Sheldon Brown disagrees:

If you're pointing out that "shifting down" the cassette is different to "shifting down" the gears, then you're proving my point that the terminology is confusing.

An up-shift requires shifting down the cassette. Also commonly referred to as STFU.

I've been particularly disturbed that for some reason we don't have an anti-cycling thread.
The history of this thread is that we used to have annualised pro cycling threads. This one started out that way, too, until @dancing james removed the year, and it has been the sole pro cycling thread ever since. I liked the old way better because I found it easier to find stuff that way.
if you're setting up a rear mech and you say "it skips a cog when downshifting" you'd mean when moving to a smaller cog
