I've just looked at some of the drawings and it turns out the lower ground floor is open to the garden, which is lower than the street, so strictly speaking it's a lower ground floor extension plus new basement. Well, it isn't any more, although I imagine they'll try to apply to have just about the same thing constructed along with the rebuilding of the house above.
That's technically a PA report the Grauniad carries. The application for a basement extension (among other things) is here:

It was decided on the 30th April 2020. Maybe the researcher didn't know how to look for determined applications.
