Who knows? Rather than announcing it in a news conference, with supporting material to share via government websites, etc., this complete shower of arseholes once again leak this to friendly newspapers, late on a Friday night, then disappear for 48 hours. Meanwhile, people go for one last big night out before full lockdown, inadvertently creating super spreading events that compound the situation.
This comes out in an environment where those calling for a full scale national lockdown have been accused of playing politics with a health endemic, whilst the government continually say that a full scale national lockdown isn't needed.
That they do this at the end of half term takes a special kind of incompetence.

Yeah - you'd have thought. Beyond obvious, if you had even the slightest hint that you'd have to do it at all it seems a total no brainer.
I don't know what the 'lead time' is on cases / hospitalisations. Presumably it's at least a few weeks, so they've already locked in the death rate for early December by their actions today. Given where we are now it'll be the highest yet so they're not going to be able to relax any lockdown in the face of it whether to 'save christmas' or not.

Also this while Wales has said once it's circuit breaker ends, which they don't feel the need to extend, that they will not reintroduce any local restrictions but instead some new national rules , from outside at least, it appears much better governed on this issue

Not saying the Cabinet aren't all incompetent arseholes (they are!) but other non-isolated countries that aren't run by Etonians are also getting fucked over (Spain, Italy, Germany, France, etc) and heading for extreme lockdowns too as the second wave comes.

T&T not yet good enough, reopening too fast.
Aside from a temp lockdown & improvements on T&T, different types of reopening, trying new ideas, not sure what you can do, it worked well here. Our cases really dropped, though schools reopen again next week so we have to see.
From here it looks like Westminster is waiting too long, again, like March :(
