The thing to remember is that Congress ultimately ratify all trade deals. If Trump wins again, on balance it is highly probable that the Republicans will be diminished in, or outright lose, the
Senate. The Democrats already control the House and I suspect that they may widen their margin.
Boris may be waiting on the gamble that Trump wins, they hold the Senate and then the House flips back to the Republicans after the mid terms in 2022. But that strikes me a long shot.
