arcteryx norvan is the shakedry of trail running/hiking, with a hood.

These are shakedry and - relatively! - cheap (because discontinued?), and IIRC a looser fit (running jacket - don't know how the fit will work on a bike): https://www.sportsshoes.com/product/und6299/under-armour-accelerate-gore~tex-long-jacket/
