It seems to me that the UK owes Merkel a debt of gratitude. Unfortunately everyone's (second) favorite centrist, Macron, may be the biggest obstacle to a deal.

State aid? Japan trade deal includes that, so UK already signed up to rules.
Fishing? 4 years transition and Norway UK deal on that is pretty good for Norway.

You're absolutely right, of course.

I suspect the problem is that HMG need the tunnel in order to make concessions that would drive the ERG insane if done where they might reasonably hear of them, but VDL won't allow the tunnel until HMG have pulled the contentious parts of the IMB.
