Only if there's something wrong with it. There's nothing wrong with it unless he said at the time of ordering that it had to be compatible with the CK headset. If there's nothing wrong with it, he has to have told them he doesn't want it within 14 days of receiving it.

After a lot of emailing, @Cupcakes extensive headset “standards” knowledge and the help of a local bike shop, I have worked out that a Cane Creek should fit the bill.
For reference, integrated crown races with a 36 degree angle are not compatible with Hope, Chris King, Phil, White Industries.
Perhaps there is a sound engineering/business reason behind Salsas choice of crown race, but from a customer perspective this is mildly confusing, especially when headset manufacturers don’t list the bearing angles on their websites.
Anyway, I can build the bike, life goes on, the world continues to spin etc.
If you'd told them before you bought the fork, you'd have a case. As it stands, you're past the point where you can reject it unless it's faulty, and since you didn't specify that it had to work with a CK headset then it's not faulty in terms of the purchase contract.
