They definitely do "free customer service and vehicle checks" my mum and dad bought a 2019 corolla and it's been back to the dealer 3 times for "not a recall" one was a potentially loose subframe bolt, one was a brake line issue and the other was a fuel pump issue. All voluntary by Toyota and not counted as officially a recall.

Perhaps the third chart is the most enlightening; percentage of recalls volunteered by the manufacturer vs forced by the industry watchdog.
