Yes as withered_preacher said. Some fork steerer tubes are tapered inside and won't allow the stem to go all the way down, I had a concorde previously that was like this.

Yes, my steerer is tapered close to the bottom of it. I’ll cut my squill but I need a 90mm length bolt to make it work. Thanks

Need to know what size bottom bracket I needed for my '91 Pinarello Montello? Original bottom bracket is DA 7400 bottom bracket and crankset.

I think it's probably Italian threaded, if that's what you're asking, as I once rebuilt a Pinarello of a similar vintage and it was ITA. The other dimensions/specs/type will obviously depend upon what crankset you use. Do yo know which cranks you want to use?
To check if it's Italian thread, just measure the width across the bottom of the BB shell, i.e. from the flat drive-side face to the flat non-drive-side face. If it's 70 mm then it's Italian thread. If it's 68 mm then it's British thread.
