Is it not attached to the fork/bars at all? Did that bodging come later?

Yes, there's a strut but it wasn't attached yet in that pic. Sorry to derail OPs thread. Here's a few pics of the whole business:

Yep. Glued the frame mods with silver and the alu rack with epoxy.
