Yep. Look at the side of end terraced properties. If the foundations aren't up to scratch the walls can bow outwards, hence the tie rods.
My dad used to be a building surveyor, I know all about this kind of stuff (very basic knowledge from 30 odd years ago).
Rising damp - 9 times out of 10 is condensation. CSB
