Hunter has been making bars like that for years, and I don't think he was the first to experiment with it. I guess if you don't trust two-bolt stems for drop bars there's maybe something there to worry about but otherwise seems fine to me

Good morning. I'm currently graveltouring some 900+ km's in Estonia on my new Rick Hunter inspired hammerhead stem and 46cm Easton EA50AX bars chopped in half. I'll get back to you when I'm done.

It's the new "dislocated" (or pre-crashed) style of forks.
Basically the advantage it gives is that, in a head-on crash, the bike does already look fucked before the crash - so you don't need to worry after you have driven into a brick wall. -
