Anyone any idea why it’s so low as you go out west, eg Kingston and Richmond?

Money. Usually.
Better off people spend less time in caring professions being exposed or on public transport on the way to their minimum wage cleaning job or driving a minicab etc. Fewer infection opportunities if you can work from home.
