Yep that's encapsulated in my 'it is a stupid form' statement
Additional reasons why it's stupid: the freeholder's insurers won't let them sign it
Essentially you'd be an idiot to sign it. There are a lot of idiots around but in this case the idiot has nothing whatsoever to gain by signing it. So guess what. They don't.
