You need some horticultural soap in the mix. 10ml of soap and 5ml of neem per litre. Warm water helps with the emulsification.

Thanks for the advice. Hmm, this is getting increasingly expensive. Are there any off the peg spray solutions with neem?

I'm not sure you can get off the peg. All the neem instructions say to use within 8 hours once mixed (not sure why, maybe neem doesn't appreciate the emulsification) so shelf life of off the peg would be pretty low.
