Neem oil experts: How do you mix it, just straight with water or with some sort of emulsifier?

You need some horticultural soap in the mix. 10ml of soap and 5ml of neem per litre. Warm water helps with the emulsification.

Thanks for the advice. Hmm, this is getting increasingly expensive. Are there any off the peg spray solutions with neem?
