But PPE isn't the same as the stuff people like me would be wearing to shops is it?
Initially your argument makes a little bit of sense but then when you think, hang on, how many infections might've been prevented by forcing public mask use four months ago - the healthcare system would've been under less pressure anyway! So it's again back into the "makes no fucking sense" court.

People can be a bit irrational, the fear they'd buy the best kit is sort of understandable at the start of the pandemic.
Since other countries have encouraged/enforced mask wearing months ago, the UK does seem very late. Netherlands: Mandatory on public transport since a few weeks, Germany mandatory in shops/transport months ago.

Viewed politically it makes sense - it costs them nothing to make it a requirement, there's no negative really because a lot of people here a just happy to comply or have been doing it anyway. On the flip side the science around it is still flakey which gives them an excuse for being late to the party, but like I say, no negative, so who cares?
It's an interesting subject to me, because I've had very smart people who should know what they are doing in regards to this stuff actually laughing out loud at the suggestion that cloth masks have any benefit regarding transmission. I suspect there is no scientific consensus, only, "ah fek it, masks are cheap and mostly harmless, it makes it look like we are doing something, let's give people what they want and force the povos to wear them"
Key health workers were struggling to get a reliable supply of masks and of decent advice on how/when to use them. A consequence of endorsing wider mask wearing is to increase that pressure.
Perhaps supply is finally ok?
Watching the maintained ‘official ignorance’ around masks has been weird.
