There’s lots of marketing bollocks about Hard anodising or military anodising. It’s just keeping the temperature down and controlling the current.
Keeping the temp down is quite important and difficult when you are passing current through a resistor (your frame).
Main thing is get rid of any marks/scratches ,they show through -

If private property is used to gain access to someone else's private property (a private lane to gain access to a garden) are the people who own the lane in anyway liable? Seems unlikely, but there is a CCTV camera pointing at my fence which would have captured a thief/some thieves nicking my bike. I don't mean liable in terms of the cost of any damages, but I'm just curious what type of help I can hope/expect to get from them (if I can even get in touch with them). I'm expecting none, to be honest.

1/4", but if you mean a single pair of links (increasing the chain length by 1") then 1/2"
These are approximate numbers, but pretty close. If the difference between chainring size and sprocket size were very large compared with the distance between centres, you would want to do proper calculations

What harm is there in you asking? If you can give them the relevant times I'm sure they would check for you. If their camera captured anything you can ask them to burn of a copy for you to show the filth. Then if they need an official version they will go and ask for it....

I was just trying to get a swift yay or nay as to whether it is likely to fit. I have yet to check the dimensions on the frame with a vernier gauge. I think everything will just fit and I won't die horribly. -
