What's the best way to reduce the OD of the steerer crown?
If this isn't feasible, is there a crown race that's compatible with a cane creek 40 which would fit?It can be done on a lathe, but I think there is a specific annular cutter* that does the diameter to size and faces the seat flat in one op.
If it's actually 26.9, it falls between sizes, should be 26.5mm to press fit a 26.4mm ISO crown race or 27.1mm to press fit a 27.0mm JIS crown race
*e.g. Park Tool CRC-1 with the #845 cutter

They might be local, but I wouldn't touch them with a ten foot pole if they don't measure before attempting the press, since any halfway competent bicycle mechanic should be aware of the fact that ISO and JIS are different. The bare minimum they should do at this point is mill the fork to ISO and supply a new crown race.
I bought some cheapo rigid forks, and asked my LBS to fit the crown race (Cane Creek 40 EC30). They tried (perhaps rather too spiritedly) and my crown race is now looking distinctly misshapen.
They tell me that the crown OD is 0.5mm too big for the race (26.9 vs 26.4).
