Milk(ish) is my guess.
When my OH had to remove dairy we were amazed at all the random shit that had milk in it.

Yeah, it's milk powder. Very few crisps have meat in them (apart from some posh ones with chicken or beef extracts), but milk powder is in almost all cheese, bacon, beef flavour crisps, and Pringles s'n'v.
